Rules, candidates, verdicts
You are given a rules block — the conditions for some outcome (a loan, a seat, a promotion), with a few exception clauses that send a near-miss candidate to a named authority. Then several candidate profiles, each to be given one verdict:
- Qualifies / selected — every condition met.
- Referred to X — exactly one condition narrowly missed, and an exception names X.
- Rejected / not eligible — a condition missed with no exception for it.
- Data inadequate — a fact needed to decide is not stated.
